RENTAL ASSISTANCE PROGRAM EMPLOYEE REQUIREMENTS
- Employee must meet eligibility requirements (please see your employer’s website or contact your benefits/human resources department for a definition of an eligible employee). Each employer has different eligibility requirements.
- Employee must provide a signed, fully-executed 12 month lease agreement or lease renewal.
- Employee must provide proof of payment of first month’s rent and security deposit
- Employee must occupy the rental property and it must be used as a primary residence.
- This program can only be used once. Employees cannot receive assistance more than once.
- The program can only be used by one family member per household.
- An employee is eligible to apply for the Home Purchase Program 12 months after they have received rental assistance.
Program funds are provided on a first-come, first-served basis after all required documentation has been submitted and funding under the options in the program is dependent upon available funding for GCL.
RENTAL UNIT ELIGIBILITY REQUIREMENTS
In compliance with City of Cleveland and Cuyahoga County requirements, effective December 1, 2018, all rental properties within the City of Cleveland wishing to participate in the GCL rental program must be registered with the City of Cleveland and Cuyahoga County Rental Registries.
To participate in our program, property managers or owners in Cleveland must complete and return the GCL Rental Registry form, provide verification of registration with both the City of Cleveland and the Cuyahoga County Rental Registration Programs, and must provide a copy of their W-9 Department of the Treasury Internal Revenue Service form.
Rental properties participating in the GCL rental program must meet City of Cleveland Building Code standards and may not be the subject of any active code violations proceedings. Employers participating in Greater Circle Living may refuse rental assistance for any property not deemed acceptable, at their sole discretion.
Eligible employees are encouraged to verify units’ conditions prior to entering into any rental agreement. A list of preferred properties is available on request.

- Single or two-family units and condominiums/townhomes are permitted. Multi family (three units or more) properties are NOT permitted.

Identify approved rental unit in the Greater University Circle target area. Unit must be registered with GCL.
- Rental unit must be employee’s primary residence and occupied by the employee for at least 270 days a year

Administrator verifies rental/lease terms and payments with landlord/management company.
